1) The League

 

1.01     The name of the League shall be the Treaty Six Hockey League or the TSHL.

 

1.02     The purpose of the League is to control and improve Native Senior Hockey in the area that it embraces.

 

1.03     The League will operate under all rules and regulations set out by the league       governors and the Saskatchewan Hockey Association or the SHA.

 

1.04     New teams may be entered into the League by majority vote at the October meeting.  There will be a one-year probationary period for all new teams.

 

1.05     Teams must post a seven hundred dollar ($700.00) performance bond upon acceptance into the League and before the first regular season game is played.

 

1.06     The annual League fee is set at three hundred dollars ($300.00) per season.  All fees, including SHA fees, must be paid in full prior to commencement of League play. This fee is non-refundable.

 

1.07     The league constitution may only be amended at the annual fall meeting which is the third (3rd ) Monday of October.  All amendments require a seventy-five percent (75%) majority of voting delegates at the meeting.

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

2) The Executive

 

2.01     The Executive will consist of the President, Vice-President, Referee-in-Chief, Statistician, Secretary/Treasurer.  The President and Vice-President will be elected annually at the annual fall meeting.

 

2.02     Each team will be allowed one voting representative or Governor.  Each team Governor will name an alternate.

 

2.03     The President has full power of decision on disputes of League matters including cancelled games and may input fines and/or suspensions, as he deems necessary.

 

2.04     The President and Vice-President must call and attend all League meetings.

 

2.05     The President will only vote to break a tie vote.

 

2.06     The Executive will assist in conducting the business of the League between annual Meetings.

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

3) Duties of the President

 

3.01     The President will have the power to represent the League on any occasion and will be responsible to the executive for the same.

 

3.02     The President will call meetings whenever he deems it necessary or at the request of fifty percent (50%) of League Members.

 

3.03     The President will review and rule on all protests in consultation with his Vice-President.

 

3.04     The President will deal with business of a minor nature that requires a decision of an executive.

 

3.05     The President, in consultation with his Vice-President, will assess fines, suspensions, or expulsions from the League of any individual of team refusing to accept or comply with the rules of the TSHL or the SHA.

 

3.06     The President will give a full report to the SHA Executive Director regarding any suspensions of teams, managers, coaches, players, referees or any other officials.

 

3.07     The President will hand out additional suspension time and fines to repeat offenders of dangerous play.  i.e. fighting, checking from behind, spearing, etc.

3.08     The President will forward a copy of the constitution to the SHA and all team Governors and Executive members each year.

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

4) Duties of the Executive Committee

 

4.01     The Vice-President will:

 

            i)   Assume the powers of the President in his absence,

            ii)  Assist with rulings on protests, fines, suspensions and expulsions,

            iii) Be responsible for ensuring the eligibility of all players.          

 

4.02     The Statistician will:

           

i) Maintain the League stats.

ii)Report Stats to media outlets directed by the League President.

 

4.03          The Secretary/Treasurer will:

 

            i)  Maintain accurate minutes of all meetings including suspension hearings,

            ii) Send notices to Team Governors of all meetings when directed by the League   President.

 

           

            ii)  Maintain financial records. 

                        This includes but is not limited to recording all receipts and payments.    Depositing all monies received in a bank of the TSHL’s choice and paying all accounts of the TSHL as directed by the Executive Committee and             preparing a statement of receipts and payments for information at each meeting.

 

            iii)  Pay an honorarium of three hundred dollars($300.00) to the President, one hundred dollars($100.00) to the Vice-President, two hundred dollars($200.00) to the Secretary/Treasurer, one hundred dollars($100.00) per team to the  Referee-in-Chief, one hundred dollars($100.00) per team to the  Statistician.

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

5) Registration

 

5.01     All Teams, Coaches, Managers, Players, Trainers and Stickpersons must be registered with SHA and the TSHL before playing or participating any games.

            Refer to Section 8.04

 

5.02     All players must fall into one of the three following categories:

 

                        i)   Be on the Band List of the sponsoring reserve.

                        ii)  Be a permanent resident of said reserve before September 1,2004.   Proof of residency must be provided on request.

                        iii) Concessions Players

                                    Any player not falling into these two categories must be voted on                                   by team Governors.  League President only votes to break a tie.

5.03     All registrations and proof of payment to SHA must be faxed or mailed  to the League President and Vice-President by the registration deadline. 

5.04     The TSHL cutoff date for signing players will be January 10.  No additions will be allowed after this date.

Exception:      To replace a goaltender who was hurt or injured.      Must be authorized by League President in conjunction with the SHA Executive Director.  A doctor’s letter will be mandatory.

 

5.05     Final registration form must be faxed to President and Vice-President before January 10.  Teams not in compliance will be fined $50.00.

 

5.06     Players may not play on two teams simultaneously in the League or any other Senior League.  Non-compliance will constitute forfeitures of wins and a fine of one hundred dollars($100.00) per game in the TSHL.

 

5.07          If any player appears to have two(2) residences and if there is a doubt about his official place of residence, the players residence will be the place where his family lives.

 

5.08          All bonds and registrations must be paid in full by certified cheque or money order at or before scheduling meeting or teams will not be scheduled in.

6) Rules and Regulations

 

6.01     The TSHL operates under the rules and regulations of the SHA.

 

6.02     All players must be certified on an SHA certification form by January 10 of the current year.                                                                                                          Refer to Section 5.05

 

6.03     Each team may sign up to twenty-five(25) players not including affiliates.

 

6.04     A team may have affiliates in accordance with SHA regulations.

  

6.05     All registered players will be eligible for playoffs regardless of number of league games played.  These are players that are on the first registration list.

 

6.06     NO IMPORTS ALLOWED.  All players must fall into eligibility requirements. Refer to Section 5.02

 

6.07     NO ROUGH OF DIRTY HOCKEY WILL BE TOLERATED.  Any players or teams not following this rule will be dealt with promptly and severely by the League.                                                                                                                Refer to Section 3.07 and 8.07

 

6.08     A three man system must be used in all league and playoff games.                                      Refer to Section 8.07

 

6.09     The home team shall bear the cost of referee’s and linesmen plus travel expenses as per SHA guidelines.

6.10     The home team shall keep all gate money and be responsible for any profits or   losses incurred at these games.(Regular League games and Playoff Games)

 

6.11     The home team must fax both sides of the score sheet to the President immediately following the game for review and the Statistician before the start of the next game or within 24 hours after of the completion of the game, whichever comes first.  Failure to do so in allotted time will result in a fine being levied against offending team.

6.12          Regular season ties will be decided by a five(5) minute sudden death overtime period playing four(4) on four(4) hockey.  If there is no decision then the game will go to a five(5) man shootout.  If game is still tied then it will then go to a one(1) on one(1) sudden death shootout.  If one player scores and the opposing player doesn’t than the scoring team wins.  Loser still gets one(1) point but the winning team gets two(2) points.

6.13     Playoff ties will be decided by a twenty(20) minute sudden death overtime period followed by another twenty(20) minute sudden death overtime period and so forth until a winner is decided.

 

6.14     Each team will be granted one thirty(30) second timeout per game.  No             exceptions.

 

6.15     Postponement of scheduled games must be arranged through the President twenty-four(24) hours before           start time and must be agreed upon by both teams.  An exception can be made for adverse weather conditions.  A twenty-four(24) hour notice is crucial because the Referee-in-Chief must be notified of the cancellation twenty-four hours before game time as well.

6.16     All postponed or rescheduled games must be played within two(2) weeks of the            cancellation.  The league schedule can only be varied due to exceptional circumstances.  All postponements and rescheduling are to be made through the        President.

6.17     All teams must give priority to scheduled league games.

 

6.18     To ensure a high level of competition, teams must dress no less than eleven(11) players including goaltender or they will be assessed a fine.

            Refer to Section 8.12

 

6.19     Home teams must supply at least twenty-five(25) pucks for visiting team warm   up.

            Refer to Section 8.13

 

6.20     The TSHL will award two(2) points for a win, one(1) point for a tie and one(1)             point for an overtime loss.

 

6.21     ABUSE OF OFFICIALS WILL NOT BE TOLERATED. This includes coaches,        managers, trainers, stickpersons and players.

            Refer to Section 8.15 and 8.16

 

6.22          ALL SCHEDULED LEAGUE AND PLAYOFF GAMES MUST START ON TIME.

6.23          There will be zero percent(0%) tolerance on players under the influence of drugs or alcohol.  The official has full discretion in this matter.  Teams will be fined one hundred dollars per incident.  The onus is on the coach not to dress these players.  Players that repeatedly break this rule will be dealt with at a properly called league meeting.

 

 

 

 

 

 

7) Playoffs

 

 

7.01          Playoff start and finish dates will be decided at the October meeting.

7.02          Playoff positions will be decided strictly in accordance with the SHA article 3.09.01.

 

7.03          Team in First Place will have choice of team to play or bye if necessary.  Team in Second Place will choose second and so on.

 

7.04          Playoff format will be:

First Round best of three(3) games.

Second round best of five(5) games.

8) Fines and Suspensions

 

8.01     The TSHL uses the SHA handbook when applying suspensions for playing rule             violations but reserves the right to increase fines and/or suspensions.

 

8.02     Players receiving an accumulation of three(3) game misconducts during the regular season and/or playoffs shall receive a one(1) game suspension.  An accumulation of two(2) additional game misconducts will result in a two(2) game suspension.  A player receiving six(6) game misconducts will be suspended indefinitely until dealt with by the TSHL Executive and Governors.

 

8.03     The onus is on the coaches and players to “sit out” a player(s) to sit out a player that has been suspended under any rule.  If the player plays, the team will forfeit the game or be fined $200.00 in the event of a loss.  In addition, the suspended player must sit out the next game and the coach will face a suspension.

      Refer to Page 54 Section 3.07.02 i) of the SHA Rulebook.

 

8.04     A team or player failing to register or pay their fees before their first game will be fined one hundred dollars($100.00).  No games will be allowed until the registration is complete and the fine paid.

8.05          Any team using an import player not voted in will lose all points accumulated and be fined one hundred dollars($100.00) for every game that the ineligible player plays.                                                                                                                 Refer to Sections 5.02 and 6.06

 

8.06          Any coaches in breach of Section 8.05 will be held accountable as per SHA regulations.

8.07     Any teams or players that are proven to be playing extremely rough or dirty hockey will be given a written warning from the League President.  Any subsequent failure to follow the rule(Section 6.07) will be fined five hundred dollars($500.00) and put on probation.  After a third failure to comply another five hundred dollar($500.00)      fine will be levied and a League Meeting will be called and a decision on the             teams future in the league will be voted on by Team Governors.

Reminder:  The onus is on you, the Coaches and Managers to let your players know that we want this to be a good league with teams relying on finesse and sportsmanship to win games not fighting and bullying.

8.08     A three (3) man system must be used in all league and playoff games.                 This rule will apply if the Referee-in-Chief has sent out his agreed upon number of officials.  For example if the Referee-in-Chief was asked to send out one referee and one linesman but only the Referee comes without the linesman than the team may proceed with the two-man system without any fear of repercussions or reprisals.  If it is the home teams fault that they must use a two(2) man system than the rule will take           effect.

           

 

            First offence………….…..$  50.00

                        Second offence……...  .…..$100.00

                        Third offence…….............$150.00 etc.

8.09     In order for the Statistician to do his/ her job correctly and without holdups the twenty-four(24) hour fax deadline is in place.  If a team fails to comply on a consistent basis a fine of twenty-five dollars($25.00) per incident will be assessed             to offending teams.

            Refer to Section 6.11

 

8.10     Any team postponing their game to play in another game, League or Exhibition, shall forfeit their bond to the league and must pay another bond before resumption   of league play.

            Refer to Section 6.16

 

8.11     All postponed games must be played within two(2) weeks of the cancellation.    Failure to comply will result in a fifty($50.00) fine to both teams.  Within 48        hours the home team will name two dates to reschedule the postponed game.  The       visiting team will then have forty-eight(48) hours to select one of those dates.  If             one team will not agree, the President will select the date.  Again, if one team will not agree the President will select the date and place if necessary and order the            game played.  Non-compliance will then result in forfeiture of points and the       club(s) bond which will be distributed to the league and non-offending team by           the League Governors.

8.12     Failure to adhere to Article 6.15 will result in a default.  Failure to return a game             will result in a fine and/or suspension.  Teams who default will lose their bond.      This money will be given to the non-offending team to cover officials and ice             time.  A win will be awarded to the non-offending team.

            Refer to Section 6.15, 6.16, 8.09, 8.10

 

8.13     Teams dressing less than eleven(11) players including a goaltender will be fined one hundred dollars($100.00) per infraction.

            Refer to Section 6.18

 

8.14     Teams supplying less than twenty-five(25) pucks to visiting teams for warm up   will be fined seventy-five dollars($75.00) per incident.  This is to ensure that both             teams get an equally fair warm up.

            Refer to Section 6.19

 

8.15     Any abuse of an official will be dealt with quickly and harshly by the League       Governors in accordance with SHA regulations.  (See Section 3.07.02 of the SHA   handbook)  League fines and suspensions can and will be added on top of SHA    fines and suspensions.

            Refer to Section 6.21

 

8.16     Team with repeat offences of bench minor penalties because of abuse of officials will be dealt with on a per event basis as League Officials see fit.

8.17     Match or gross misconduct shall result in the following fines:

                        First offence – $150.00

                        Second offence - $250.00

                        Third offence - $350.00 and suspended for remainder of season.

 

8.18     Any team, home or away, found to be responsible for causing a game to start fifteen(15) minutes after the regular scheduled game time will be fined two hundred dollars($200.00) per incident.

8.19     Any League team not having a representative at a TSHL meeting will be fined one hundred dollars($100.00).

 

8.20     Suspended Coaches, Players or Team Officials cannot be on the players bench during league games.

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

9) League Trophies

 

9.01     The team finishing in first place overall shall receive the League Winners Trophy.

 

9.02     The team winning the playoffs shall receive the Playoff Championship Trophy.

 

10) Individual Trophies

 

10.01   Goalie trophy will be awarded to goaltender with lowest average as per league results.  Minimum of four(4) games played to qualify.

 

10.02   Each team will cast votes for any league award on 5pt., 3pt.,1pt. basis for first,    second and third choices.  They may not vote for their own players.

 

10.03   The League will have all trophies and awards engraved at it’s cost.

 

10.04   The following trophies will be awarded:

 

                        a. Most Valuable Player

                        b. Outstanding Defenseman

                        c. Most Gentlemanly Player

                        d. Rookie of the Year

                        e. Goalie with lowest average

                        f. Top Scorer

 

10.05   A rookie is any player fully registered in his first year of senior hockey, even if he has been affiliated with a team before. 

 

10.06      All players will be eligible for awards.  Teams will not nominate.  However teams will provide a list of rookies and a list of the position each player usually plays for the purpose of voting. A form will be provided.

We the undersigned have reviewed and adopted the Treaty Six Hockey League constitution for the 2004/2005 inaugural season.

 

We understand that the onus is on the team governors and coaches to make sure that all teams and players abide by the constitution in order to have a successful season with many more to come.

 

It is recommended by the League Executive that each team should go through the constitution with their players and make sure that they understand the rules and regulations before the regular season starts.
